REQUEST FOR PROPOSAL : Short-Term Rental Registration, Compliance & Occupancy Tax Software

The County of Westchester, NY (the “County”) is seeking proposals from qualified vendors to provide Short-Term Rental (“STR”) Identification, Registration, and Tax Collection software that supports compliance with New York State STR legislation, including, without limitation, Chapter 99 of the Laws of 2025 of the State of New York (“Chapter 99”). The desired software will facilitate effective identification of short-term rental properties and communication with property owners & managers, provide a system for registration, tracking, tax filing, and tax collection, and allow for integration & data sharing with local municipalities & rental booking platforms as described in NYS law.

REQUEST FOR PROPOSAL : 2026 2027 NYS OCFS Youth Development Programs RFP

The mission of the Westchester County Youth Bureau (the “Bureau”) is to ensure equity and access to formal and informal services, supports, and opportunities for children, youth, and families to thrive. The Bureau relies on the philosophy of Positive Youth Development (“PYD”) and the New York State Touchstones Framework through which it organizes services, opportunities, and supports to help young people develop to their full potential. Recognizing the extensive diversity and urgency of needs within the community, we are committed to fostering collaboration, integrating youth voice into our work, and demonstrating effectiveness within funded programs. The Bureau invites eligible nonprofit organizations to respond to the Request for Proposals (RFP) for Youth Development Programs through funding from New York State Office for Children & Family Services. Selected organizations will be contracted to provide innovative Positive Youth Development services, opportunities and supports for “at-risk” youth ages 21 and under.

REQUEST FOR PROPOSAL : 2026 2027 NYS OCFS Sports and Education Programs RFP

The mission of the Westchester County Youth Bureau is to ensure equity and access to formal and informal services, supports, and opportunities for children, youth, and families to thrive. The Bureau relies on the philosophy of Positive Youth Development and the New York State Touchstones Framework through which it organizes services, opportunities, and supports to help young people develop to their full potential. The Sports & Education funding under the New York State Office of Children and Family Services has been continued in 2026-2027, to provide awards to support youth sports & education programs. The funding supports youth development through general sports programs, not competitive teams, for underserved youth ages 6-17 yrs. The Bureau invites eligible local nonprofit organizations, municipalities, and/or local youth bureaus to apply for funding to provide to provide physical recreation and/or sports activity programs such as yoga, hiking, dance, and active outdoor pursuits.

REQUEST FOR PROPOSAL : 2026 2027 NYS OCFS Youth Team Sports Programs RFP

The mission of the Westchester County Youth Bureau is to ensure equity and access to formal and informal services, supports, and opportunities for children, youth, and families to thrive. The Bureau relies on the philosophy of Positive Youth Development and the New York State Touchstones Framework through which it organizes services, opportunities, and supports to help young people develop to their full potential. The funding that was created under the New York State Office of Children and Family Services in the state fiscal year 2023-2024 budget has been continued in 2026-2027 to provide awards to support youth competitive team sports programs for underserved youth under age 18. The Bureau invites eligible nonprofit and community-based organizations to respond to the Youth Team Sports Programs Request for Proposal. Selected organizations will be contracted to provide Youth Team Sports Programs for youth to learn and participate in team sports while integrating the eight features of youth development.

REQUEST FOR PROPOSAL : COUNTYWIDE BEE-LINE PARATRANSIT TRADITIONAL SERVICE & TECHNOLOGY ENHANCEMENTS

Westchester County is soliciting bids for the operational service of its paratransit system. The program seeks proposals to operate, provide administration and maintenance facilities and enhance current program delivery and technology components of the Traditional Service of its paratransit program known as Bee-Line Paratransit. Bee-Line Paratransit is a seven day a week, demand-responsive, advance- reservation, curb to-curb service for seniors and individuals with disabilities traveling within Westchester County, and to or from limited areas of bordering entities such as Bronx County, Putnam County and the state of Connecticut.

REQUEST FOR PROPOSAL : WESTCHESTER COUNTY BEE-LINE BUS AND PARATRANSIT VEHICLE ADVERTISING SERVICES

The County of Westchester (the “County”), acting by and through its Department of Public Works and Transportation (“DPW&T”), is requesting proposals from qualified vendors to provide the County with transit bus and paratransit vehicle advertising services, as specified in this Request for Proposals (the “RFP” or “Request for Proposals”) for the Westchester County Bee-Line Bus (“Bee-Line”) system. The chosen vendor, in return, will have the exclusive right to solicit, sell, and place advertisements on County fixed-route buses, pursuant to the terms of this RFP.

REQUEST FOR PROPOSAL : TRANSPORTATION OPERATIONS & MAINTENANCE CONSULTING SERVICES
